What would, at this moment, be the best CPU('s) to get second hand for the price (preferably around €200 or less)? I can imagina that a lot of newer CPU's aren't available second hand yet, so which ones would be available?
Also, it has to be an improvement over the I3-4170 (so an i5 at least) and has to be a CPU for a LGA1150 socket.

Go to http://www.cpubenchmark.net/cpu_list.php and search for all the CPUs you think you would consider, then find prices for them second hand and divide the score on passmark shown in the list by the price you get from wherever you're buying from. This gives you the Price Value, which will be different to what you see on that website because the prices will be different to retail. 

Which ever chip gives the highest Price Value score is the best performance per dollar, then you can just sort through which ever chips get the highest scores and pick the one you want.

But you need to finde a compatible MoBo for cheap. Sady they are rare.

Go for an i7 2600/k or i5 2500/k . They perform the same as modern chips in games (at least almost the same) and tend to be a good deal. The only issue is finding good motherboards for them.

Yeah OP I think you're only looking at the i5 46** range or i7 47** range really if you don't want to swap mobo at all.

 

[edit] Depending on where you live it might be hard to find someone selling an i7 for less than 200 euros, had a quick look in the UK and most i7 4770k are a bit over £200, but would still be better than having to swap mobo also I think.
