I don't think you can actually measure this with software. There are devices you can buy to measure power draw from the wall, however.

 

Best thing to do is to part your list out on pcpartpicker and it will tell you how many watts you can draw at load w/ no overclocking.

you need to use a device that you plug your PSU into that measures the watts

or you need a PSU like the corsair i series which has this integrated and you can see it

Usually two GPU systems have a recommended minimum PSU wattage of 650W but depending on the card you may be OK. What are your system specs and the two GPUs you plan to put in it?
