He get's sent everything by people who want him to review their products and then other times he requests things and he might start buying things that we want him to review and then sell on the forum at a discounted price but that is a big might

No, not anyone can.

You need a public presence (linus's channel etc)

They wont send stuff to random people, you need to prove you have a audience and can promote the product.

He comes with a status.

 

Companies will send him samples of the product in return for his unboxing. This gives positive looks to the product and how many thousands of potential buyers that watch his video.

He also will purchase these items.

He has to buy some of the stuff too.  But he will only buy it himself if he is actually interested in the product.
