Too many variables,

PC will have the edge every time given budget is not a factor.

 

I have an Alienware Alpha with an i7 and 8GB of ram, it beats PS4 every time but costs twice as much without an optical drive.

You could make a PC happen that would hold it's own for the same money as a PS4 but I've never seen a off the shelf pre-built that could touch it for the price

 

PS4 struggles with 1080p, 4k isn't going to happen, you can upscale but upscale is just upscale no matter how you slice it and can actually look worse than native resolution. 

 

4k and it's need/relevance are a completely different story. If PS4 is your only source I highly recommend a good 1080p TV over 4k.

As a monitor or TV, source, future proofing,viewing distance, screen size, frame rate, cable technology changes are all factors to consider when looking at 4k as an option. Personally I won't go 4k until I can get it with an 85" OLED TV, very happy with my 21:9 1440 monitor.

i think the later versions of the ps4 have 4k support for netflix and such.
