yes it will reduce it to 20 GB/s (thunderbolt II speeds) and I think you'll have to get an adapter but I can't say for certain.

You know how it is, the cow goes "moo", the dog goes "woof" and the gamer goes "The PvP is unbalanced."

think about usb 2 vs usb 3.0, if you used a usb 3.0 device on a 2.0 port you get a decrease in performance. and you get the regular preformance if you use a 2.0 device in a 3.0 port.

no the bottleneck is the controller on the laptop, it will max out at 20gbps

What kind of laptop do you have? I would check to see if in the future AMD certifies it for X connect, probably the most solid way to do external gpu for a while, I'm guessing thunderbolt 2 is still pretty good for the pci interface.

no idea, on Thunderbolttechnology.net it mentions an adapter: 

"Is Thunderbolt 3 backwards compatible with Thunderbolt and Thunderbolt 2?

Yes, solutions and products built to Thunderbolt and Thunderbolt 2 specifications will work with Thunderbolt 3 via an adapter."

Yep, unfortunately an adapter won't do you any good here. I would try using it anyways, as 20Gbps is still a decent speed. Might work, not sure.

yeah the GPU should still run fine, just like how the alienware adapter only runs at 4x PCIe but still runs fine

It will still run at thunderbolt 2 speeds, just means its backwards compatible, not that thunderbolt 2 is forwards compatible
