My understanding:

 

The central component is the kernel. Usually written in something like C or C++. The kernel interfaces between the hardware and the software (applications, GUI, etc). The kernel should be able to control everything (firmware for the hardware, support for specific hardware, filesystem, etc). Beyond the kernel comes additional software layers to make things easier to control, like a GUI or terminal commands. There are other software components like API which allows for developers to create apps easier (subjective). 

 

The other option you'd have is to re-package an existing OS. Linux is a good example of it, where a handful of operating systems are the father/grandfather of many others. Ubuntu is based on Debian, and Ubuntu spawned many more distributions. Usually, if you heavily modify a base OS, make your own modifications to it (GUI, pre-packaged applications, major kernel changes), you can re-package it as your own linux distribution, as long as you're able to support it as new kernel updates come in, and you provide the source code for the community to tinker around with. Custom Android ROMs are another example of this, most of which include custom GUIs and specific kernel changes.
