OC cap by cpu or motherboard?

So baisicly when I try to oc my 6600k to 4.5 pc will crash on boot not even letting me get in bios so I tried even motherboard bios update still the same.

So I was wondering is it my cpu or low end motherboard gigabyte z170x gaming 3 or some other random issue?

Atm I m running 4,4 oc and it seems stable after few tests, or should i just kick it down to 4,3 for safety?

Sounds like a voltage issue to me.

Shouldn't it auto voltage with skylake bios mulitplyer change?

You should be setting your voltages in the bios or your OC will be unstable, nothing should be left on auto as it can have negative impacts on performance or worse overvolt the cpu and damage it in a worst case scenario.
