Will the 4460 bottleneck the 980 ti

at 1080 yes it will be a bottleneck, but as you go in to higher res it will be less and less of a bottleneck

what cpu wouldnt bottleneck it at 1080

i would recommend atleast a 4790k/6700k or like has been said if you only plan on doing 1080 step down to a 970/390 and keep your i5

On paper it shouldn't but on some HEAVILY cpu bond games like ARMA 3 or even maybe kerbal space program it might bottleneck a bit (not too bad though)

Well, the ideal partner would be a overclocked i5 4690k or i5 6600k.

Btw take a look at this video

 

Gettin 100fps is hard but if you can overclock both your 980ti and your CPU then you should be able to reach it.

If you dont want to overclock or dont know how you can always just lower some settings.

 

Btw i would personally recommend you get a g-sync monitor since you seem to value smoothness over image fidelity. 

Something like the Acer XB240HA or BenQ XL2420G. Or if you want 27" 1080p g-sync the Acer XB270HA.

The bottleneck will be dependent on the game you play. There's no MAJOR bottleneck so feel free to get that CPU for the best price/performance against a 4770K or 4790K.

what are you on about? i5 shit cpu ? i`m 100% sure that cpu will be good for 2 high end next gen pascal cards in sli with no bottleneck. ofc not at 1080p couse thats overkill.but not bottleneck
