scrapyard warrior needs advise Help?

I have 200.00 to upgrade my gaming system.

I got a i7 860 quad @8 threads(older), 16gb ddr3, EVGA gtx 960 2gb vram (brand new with cool backplate), 850 samsung evo. my MOBO only supports 3gbs sata, pciE2.0 and not a good overclocker. do I A) resell my gpu for around 180-200 and upgrade to gtx 970 plus 100.0ish and get a better GPU r9 390....gtx 970, or B) keep the gtx 960 and upgrade MOBO to z97 with pcie 3.0 sata 6gb and basically a standard cheapo CPU g3258 until i can put a better 4690k in? Will the better GPU give me better results @ pcie2.0 or.....z97 with sata 6gb, pcie3.0(for GPU) and newer CPU architecture?

Also, are we talking US dollars here? Yens? Euros? Rubles? Nevermind..

 

For 1080p gaming...I would say you're good with what you've got. But that's just my personal opinion.
