It's not set in stone yet.

Release candidate is what the name suggest: "It's the candidate version of being the version sold in stores and come with computers".

 

RTM (Release to Manufacture), is an early release of Windows exclusive to manufacture (and MSDNA and TechNet subscribers), where it is the final build (unless something horrible happens that needs to be fixed), where:

 -> some stuff are not ready, but not linked to windows (server stuff, for like Windows update, or in the case of Win8, XBox Music, SkyDrive, etc.)

 -> and also, simply, that Microsoft released to to manufacture, TechNet and MSDN subscribers, to see if there is any issue related to Windows, that needs to be fixed with a day 1 update. That is why, if you ever buy Windows on day one, and install it, they are always, day 1 updates.

Windows 8.1 should be released as an update to customers on October 17 and to retailers the day afterwards.
