if you have your own thermal paste you might just want to replace it anyways.

Yeah, just leave that cooler with the garbage thermal material (if it's even still considered thermal material) off until you get some new.

 

In the meantime, get some isopropyl and clean that gunk off.

A very mildly damp(water) coffee filter would work to get the last ruminants of after u wipe the bulk of first.

 

Using tissue paper usually leaves bits behind, especially if u rub it. So if u do use said paper, wipe it, get a new bit , wipe it, a new bit , and so on.

 

Though best practice is isopropyl alcohol + coffee filter/microfiber cloth. Then precision clean (if required) with pointed firm tip cotton buds.

Should definitely just pick up some 90% or higher because it is great at cleaning all kinds of things.

If I use words like probably or most likely, it is because I dislike certainty. These words can probably be omitted and the sentence read as a certainty.
