Would it be more silent?

With silents fans yes and it will cool better

My rig  case- Graphite 600t white CPU-i5 3570k OC 4.0Ghz RAM- 8gb Vengeance memory HDD-WD Black 1tb PSU-tx650 GPU- MSI 770 gameing edition 2gb , gtx 650 1gb Motherboard- asrock extreme 3 z77 Fan controller- NZXT sentry lx CPU cooler- H60 Peripherals- g300 mouse G630 headset k70 silver cherry mx red switches  my free nas nas Case- Dell something.. Would a Hyper evo 212 be more silent then stock cooler ?

or Hyper evo 212 with noctua fan ?

 

The hyper 212 will probably be a little louder. I would recommend just going with a Noctua cooler as you're also getting another fan (depending on choice), better heat sink and thermal paste.

No--the Hyper 212 Evo is very quiet with large slow moving fans. There are few good aftermarket coolers that are louder than stock.

Hyper212 is already silent, I don't think its necessary to spend and extra 10-20 dollars on a new fan.

I have mine set at 30% all the time, can't hear it.

The Evo can be noisy at max speeds but is also one of very quiet coolers at low rpms.

What if their max rpm was only say 600 rpm or even 1000? Scythe used to have usually 3-5 fans in the same size and design just different speed and some of them were quite low I have a feeling that at their max rpm they wouldnt be loud at all.

hyper 212+ (not the evo unfortunately) got a 5?7?v resistor on there with the sickleflow fans (hated them originally, way too aggressive of a blade pitch, but they do work!) and the fan spins at 1043rpm as we speak and i cant hear it over the graphics card (nvidia blower style@35%), so yeah i wouldnt worry.
this is on a phenom with a slight oc 3.4ghz@1.45Vcore.

various sources put it neck and neck with a NH-D14, i know that sounds weird but while cooling does come down to surface area and airflow you have to get that heat into the fins in the first place and the 4 heatpipes in this do a great job, especially considering teh NH-D14 is a huge lump of metal hanging off your socket and costs 3x more.
