Athlon X4 860K is probably the cheapest one worth a damn, it's about double what a Q6600 has to offer IIRC

I'm looking at that now

Q6600 is a pretty good chip BUT the down factor is that it is a very old chip. If you can get something higher than a Q6600 go for it (Q####)

Also if you decide to go for the 6600 get a decent cooler and overclock the crap out of it.

Ryzen 5 3600 stock | 2x16GB C13 3200MHz (AFR) | GTX 760 (Sold the VII)| ASUS Prime X570-P | 6TB WD Gold (128MB Cache, 2017)

Samsung 850 EVO 240 GB

138 is a good number.

Would a 212evo fit on it?

You will need it...  to run a GTX 660.

You might want to look at used i5s since I bet people are willing to sell them for less than they are worth.  (While Haswell might be possible, I was thinking of older gens.)

For the Best builds and Price lists here is a world where many points of the price have been predefined already for your convenience!

The Xeon E3 1231 V3 IS BETTER Than the Core i5 4690K and a Significantly better value for the non-overclockers or value shoppers.

Yes a 212 evo would fit on it. The 212 evo supports LGA 775 which the Q6600 is LGA 775.

What would be the cheapest overclockable mobo to go with it?

Any decent motherboard. Even a entry grade mobo would overclock it but it wont get as good and as stable of a overclock than a better motherboard. Personally, I have a ASUS P5Q SE and it overclocks from 2.8ghz to 3.4ghz.

I may have found a even better option...  for dirt cheap PCs anyways.

It is probably a little slower but a true quad core with HYPER THREADING

X5550 for 13 euros LGA 1136
