If Windows is set to Balanced, it should automatically downclock, but make sure you're using adaptive voltage or the CPU will always run at the pre-defined voltage. 15 minutes should be fine, but make sure you're keeping an eye on any kind of evidence of instability. You might be able to overclock more - 1.4V is still fine, but not ideal. The additional overclocking capability is dependent on the silicon of the CPU.

So i finally managed to overclock my intel i5-4690k to 4.6ghz. I was wondering if 1.36volt is safe at this clock ?

And at idle, the watt from the cpu is 30w, is that normal ? At load the watt is about 80-9watts.

 

System :  Intel Core i5-4690K, Socket-LGA1150 HyperX Fury DDR3 1600MHz 8GB Black

ASUS Z97-P, Socket-1150

Cooler Master Seidon 120M CPU Kjøler

Voltage is fine, but have you tried lowering it? Power draw is fine, and what are your temperatures?

My max temp was 77*c on one core, that is using intels stress test benchmark. when im gaming its about 50-60*c. I had it at about 1.3 - 1.34 and it didnt work, so i jumped to 1.36 to check if it was the voltage what was the problem.
