The H55 is a great cooler.

But is it worth the ~$60?

I have been looking at the H60,H55, and the lepa aquachanger 120.

if one of these cheap coolers breaks while your system is running is can be a b*tch, go for air like a cryorig h5 ultimate, or some thing similar

That, I am a little unsure about. You could try an air cooler, or something similarly priced, but I think it is a good cooler.

honestly, they'll do OK, but you'll invest in quieter fans pushing the cost over what a mid/high-end air cooler can provide for less and already have the cooling and noise level conforts..

Will it keep my cpu from going near 75c?

totaly! your cpu isn't a 4930K 6 core processor, in fact you can probably do a good deal of overclocknig

linuses workstations arent overheating and their cpus consume 53 more watts

If you have an Intel CPU, 75°C is not a problem in any form, even when sustained 24/7. Unless you're trying to push more voltage for a higher overclock, additional cooling will be a complete waste. These AIO water coolers are also likely to be noisier because the pump should be running full speed even during idle.

Don't waste your money.

So should I get a noctua air cooler?

if you can not afford or able to use the 240/280 versions of AIO coolers, then yes, use an air cooler. which one is all about case, build and budget. ask that here: https://linustechtips.com/main/forum/28-air-cooling/

a lot of members complain that using the lower 120 budget AIO coolers just are not cutting it and spend more money on fans to be the hail mary fixit and it does not tells me that a mid-high end air cooler would be more appreciated than something leaving an unneeded experience.
