Well my R9 390 nitro just came with UPS delivery.

It's winter in my country and GPU is pretty cold. Should I wait some time before pluging it in and running it?

Is it safe to install PC components (in my case GPU), that just came from outside (0°C) ?

Just leave it 10 minutes to warm up to room temperature just to limit condensation

I did put it on my case fans so it warmed up a little.

Seems to be working fine :)

umm.. yeah... no...

that's a terrible suggestion, those people doing nitrogen use proper insulation

 

for any Electronics in general just leave it for 30mins or so to lay around after bringing it home before you turn it on, if it's cold outside

people with glasses can tell you and even show why exactly
