Cheap daily driver for friend

So my friend wants a new computer, because his laptop is getting too slow and the screen of it is broken. He wants it to be as cheap as possible but made with parts that dont get obsolete too fast. Used parts are also an option. I would like some suggestions, he said the budget would be 200-350 euros. (i have also an old radeon card that i could possibly put in there, but i also like having the card because troubleshooting). I have no idea what would be cheapest combo.

General use, he does play emulator games though (but super mario for n64 really isn't that demanding)
