i5 6600k on a budget. Get an i7 if you video edit.

CPU is important in certain games, such as Source games from Valve (Team Fortress 2, Counter Strike: Global Offensive, etc.) or Java games (Minecraft), but at 4K the GPU is much more important. Mid-range i5 should be enough for newest games at highest details

i5 6600k is fine, couple that with 2 x 980Ti, 2 x 980 or 2 x Fury X and you'd be good to go.

It all depends, but any cpu bottlenecks will be much less noticeable at 4k. A dual core athlon will still give you problems, but the difference between an i5 and an i7 will be insignificant.

Resolution does not affect CPU load. The best CPU for 60fps gaming at 4K is the same as for 60fps gaming at any other resolution.
