16 gb ram but 7,95 usable ram ???

my pc big problem for me please help 

 

motherboard : msi 970A-G46 (timely bios)

ram : 2*8 total 16 gb 2133 mhz ram

cpu : amd fx 8350

graphic card : asus strix r9 390 8 gb 

 

and problem 

 

system total ram 16 gb but usable (7,95) gb i dont understand please help

bad ram stick or bad ram slot

 

check what the bios says

I saw something on toms hardware about the FX 8350 doing strange things with the mobo like showing the temp as 234 when it was actually like 60. so yeah, CPU and motherboard dont match but I have no idea whats wrong with the RAM

What do you mean 7.95 usable? Like reported by windows? Bios? Or you mean windows detect 16GB, but when you use your system, it gives out of memory error at 7.95GB?

Check the task manager, see if the remaining RAM is hardware reserved.
