made a can the eye see -- FPS video and weird results

so i made a video in flash of 59 frames of red and frame 60 is green and i set it to 60 FPS in flash so 60 frames is 1 sec of a video

 

and i did not see the green 

 

but then i made a 120 FPS set it to 120 FPS in flash then made 119 red frames and 1 green one (the last one was green)

 

and i saw the green 

 

 

is that weird? i thought id see it both times,  and added black at the end of both videos 1 sec of black at the end just so it didn't end on green 

 

and only on the 120 FPS i saw green.

 

is this not a real way to test this? or what?

It might help to put the green frame in the middle of the frames as opposed to at the end.

would it still be seeing it at 60 fps? because it's not frame 60. idk i just that it would be on the 60th frame to actually see if you can see it.

 

because you know it went through all the frames, idk maybe i just dont know enough

Yes, of course it would still be 60fps. The frame number the green would be on is arbitrary.

Yeah, try putting the green frame in the middle (frame 30 on the 60fps test and frame 60 on the 120fps test) and then try again.
