Ok so i plan on upgrading my system by replacing my old 8gb of ram with 16gb then i want to replace my old r9 270x with my own overclock. I was looking on newegg and i found an R9 290 open box for $200 is this a good deal and will my 850 thermaltake power supply run this card with my FX 8320 and 4 fans??

850W will run pretty much anything these days, so you'll be fine

Should be alright. But definitely not a 60fps for graphically extensive games. But it'll be just fine.

Go look at some benchies for 390/390x as they are effectively the same GPU...

 

In short, Yes it will, my 290x (not CFed with my second 290x) can run GTA 5, r6 seige above 45fps easily (r6 seige at 1080p ultra with no BS AA turned on gets 100-120fps)

Actually, rethinking this whole situation, can I make a suggestion? It sounds like you are just looking for the best upgrade for the money, right? Looking at what you currently have, I'd say the better upgrade might be going with an i5 4460 and H97 or B85 motherboard. It'll be around your $300 budget, be more efficient/cooler, and could potentially give you a few more fps in games with your current video card because it'll alleviate any potential bottlenecks that the FX cpu gives you. You could also wait and see what AMD's Zen brings to the table.. THEN, if I were you, I'd aim for a new video card.

Well after deep thought and consideration I decided to upgrade my PC in a different way.  I bought a Raidmax Hyperion case, Corsair H60 liquid cooler, 16gb of Corsair 1333mhz RAM, and an ASRock 970 pro3 mATX motherboard. That will give me better cable management, the ability for 2 GPU's down the road, Much better cooling(the case allows 9 120mm fans), and still got more RAM
