Hyper 212 is pretty nice for over clocking. I'm not sure of actual clocks, but personally, if you have any cash, get an AIO water cooler for the best over clocking :) hope this helps, I don't know too much about exact clocks, but you should be able to get your speeds up quite a bit, hyper 212 is great.

pretty sure many would disagree that the "best" over clocking is done on AIO, I for one know my loops destroys all in ones and that's not even considering liquid nitrogen and phase change  ;)

That is true, custom cooling is much better. But for just a CPU cooling solution, without other facts from OP, an AIO is usually better than air. Of course he could do phase change but that isn't really the best option for an average user. Same thing with liquid nitro.
