No. you dont HAVE to be connected to the internet for windows to install. You will, however, need internet to ACTIVATE windows.

you have to be connected to the internet for windows to activate and install updates

not to install

but it helps if youre connected while installing cause it can immediately detect your hardware and download drivers for it so stuff works

Internet is for update and verification of Windows key for genuine. So you don't have to be.
