Will this gpu keep bf3/bf4 on low/mid settings over 60fps? Hopefully over 70fps on low on bf4

He will only be playing at 720p NOT 1080p

I personally would wait a bit and get a 7950 or 7970, or see what the 9000 series has to offer. as this would do okay in BF3 but hard to say how well in BF4 as it is yet to be openly released.

Case: Corsair 460X RGB bby, CPU: I5 8600K, Motherboard: MSI B360M PRO-VDH, RAM: 8GB Hyper X 2400MHz , Graphics Card: GTX1060 6GB, PSU: Corsair RM750x,

Cooler: BEQuiet!  Pure Rock Slim SSD: Kingston 240GB, HDD: 2TB Seagate Barracuda

BF4 won't be that much (if at all anymore) more demanding than BF3. I would say about 5-10 fps difference at most

Oh i see, yeah well this should be fine then, just watch out on big maps. Frame rates will dip quite a bit as it does with nearly all cards.

7850 is a beast, it will run BF3 Max Out on 1080p really smooth, dont know my exact frames but I would say sth around 40fps. Also that card is an OC beast, so you can get a little more performance out of it.

If they can hang on the 7970 as mentioned above will be coming and is coming down in price. Shop for that bad boy!

To be fair though looking at that card it should do as long as the requirements do not change and supports DX 11.1  :)
