Need help with cpu clock speeds

I am having troubles with my cpu not going up to its rated clock speed. I have an a8-7650k which is overclocked to 4.00 gigahertz but it is only running at about 1.9 ghz under full load. I have tried turning back the overclock and nothing has helped if you have any suggestions please help me.

Is the chip throttling back to preserve itself in extreme heat? if so, a new cooler should fix it.

the temps are normal around 50-60 celcius under load and it never goes up to throttle back

Can you upload a screenshot of task manager performance chart under full load?

I've read somewhere that by default some fm2+ motherboard have a 'cpu powersaving/energy mode'. This limits tdp and cpu clock speed. Try looking for it somewhere in the bios and disable it if you can :)
