You said you bought a surge protector. I hate to be 'that guy', but did you check to make sure the switch on the surge protector isn't in the tripped position?

What happens when you use some completely different circuit in the home. This sounds like more like a motherboard issue where the power on function is not working. I would use the paperclip method to see if the PSU even switches on first.

Ok if you were to use some other PSU or device in that area is there any problems. Since it's not a motherboard issue you could have gotten a DOA unit, if that's the case you can RMA it to get a replacement.

That's odd never heard of an outlet killing devices like that...

Other than to test it with an outlet tester which I don't think will yield clear results I have no idea why that would occur. Does this happen with anything plugged in even a simple device like a light bulb/lamp?

So lights and other things using that outlet have no issues? I'm at a total loss then what it could be then... I guess possibly try and outlet tester first to see if it tells anything if not then you might want to get someone to take a look at both those units and the outlet to see what could have caused it.

Okay your post is very poorly written and it's hard to understand you but i'll try to decipher.
1. Your PSU was working in the past and now it does not?
2. You tried your friends PSU at THEIR house and it worked just fine?
3. You bought a brand new PSU of a different brand and tried it at your house and it does not work. Did you try that new PSU at your friends house? did it work?
4. You bought another new PSU and it worked at your friends house. Did you try that known working PSU at your house? If yes, try it again at your friends house and see if it works.  If it does work, we'll look at your home. It looks like none of the breakers are tripped, have you tried another device in your home? Is your fridge, for example, still working? Try like a night light or something on that outlet and see if it turns on.

Are the fans on your PC spinning? Lights, sounds, anything?
It sounds a little bit like no power is going to that outlet. Can you try your PC on another outlet in another room in your house and see if it works?

If it does, go to the breaker and start flipping stuff back and forth one by one (or if you have a map on the breaker box showing what switch is what just do your room) and try again when you have reset it. If for whatever reason there is still no power going to your room, i would stop what you're doing and have a professional take a look at the building. You don't want to be messing with the mains power if you have no idea what you're doing.

Well from the previous explanation you said they just don't work as in power on, check to see if that set of outlets are even providing power.

The outlet itself puts power out my ps4 is curently plugged in and working

Does it work with your current PC then, it would be very very unlucky if you had 3 DOA or partially functional units.

1: K..

2: Try their PSU at your house.

3. Try the new one that you got and tested at your friends house, in your own home.

4. Try it. You have no idea how common DOA parts are. Hint: VERY.  It's the only way to eliminate your house being the problem, and given that your PS4 is plugged in and working, it's insanely unlikely that it's your house.
PS4 power brick is not magic, it's made of the exact same components as your PC PSU.
