You can do tower build (just the box) with an i7 + GTX 980Ti for around $1500 USD.  Do you want a build?

Does he need Windows?

Does he need peripherals(keyboard, mouse, etc...)?

Does he need a monitor?  What kind (144Hz?, 1440p?)?

What games does he play?  Is he looking for the latest and great AAA title that makes you PC cry, or does he play CS:GO and LoL?

CS:GO benefits from a 144Hz monitor, mostly for the guys that want every single advantage.  How serious is he about CS:GO?

I don't understand this statement.  This PC is not for me, how will this make me happy?

Please answer my question about a 144Hz monitor.  You should really have your friend join this discussion as well.

he is away on a trip so he told me to get a list ready for when he gets back. I thought it would make you happy because most pc builds are from the us and hate to do builds in other money. IDK about the Hz. (60Hz? 144Hz? I don't know. just something to game on)

I live in Canada.

I enjoy helping people get the best parts for their money.  What makes me happy is the fact that I help people understand how to pick parts better and why those parts are best.

Just giving you a build and you go and buy it does not make me happy.  It is the learning process for the buyer that I enjoy most.
