I can watch the WAN show just fine at high/source, but the other streams stutter?? CREEPY

I've been having the same issue recently with streaming as well, it seems like isp's are trying to intentionally choke the bandwith on users to save money. I'm going to call and complain, this actually happened to linus at one point i believe he mentioned in a WAN show.

he was getting throttled as he was over his bandwidth cap.

You still get a daily/monthly fair usage cap, after that, you get throttled.

You have tried restarting your browser/computer, haven't you? I've noticed sometimes over the course of a day the quality drops (probably due to flash (I am in the html5 trial but it doesn't work on ad supported videos)), and is fixed by restarting firefox. Otherwise, does it occur on YouTube or just twitch?
