3000 USD PC Build help!

Im going to use this pc for gaming streaming and editing videos. I would also need a monitor with that 3000 USD budget as well, the case needs to be a 900D as well. I have no idea of what to build and what components to have please help thanks.

Do you need peripherals (Monitor, keyboard, mouse)? Do you need an OS? Do you have any preferences outside of the 900D?

Also, which games, which programs will you use for editing, what resolution? Do you need 144 Hz or not?

I would play lots of games like GTA V Rainbow CSGO n I would use sony vegas to edit. the resolution I would want is 4K and yes a 144hz
