Whats the difference an OEM version of windows compered to the license on a new build?

Yes they are both the full OS but if you use an OEM install disk on say a Dell computer you will need to activate it over the phone as online verification won't work.

OEM is a little more tedious to activate but there are many tutorials on how to do so. You get the full OS.

Oem is meant for use on single pc and it's non transferable, retail version of Windows is also meant for single pc use at 1 time but it's transferable.
