Looking for a notes app for iPad/iPhone

I didn't know if this should go under software or mobile devices

 

My dad is looking for a good notes app for his iphone/ipad

 

key features:

 

• Must be able to draw over other content on the note (this is why the default notes app doesn't work, it forces you to make a drawing and insert it as an image, not draw on top of other text)
• Allow for pictures to be inserted
• Have some variety of drawing options (at least pen & highlighter)
• Be able to make lists
• Syncing across his iPad & iPhone
• No subscriptions (that's why Evernote is out of the question)

Would be nice:

 

• shape recognition
• lasso select
• text boxes

Basically as close to S Note as you can get on an iPhone & iPad

 

My dad is willing to pay lots of money for a good app, so it doesn't have to be free

Notability is a really good one. Evernote is a more complex system that is also used for cataloging notes, but I think that it can do some of those things. There are many other also, but I can't remember them at the moment.

We use Notability in school.  It's really good.
