Team Speak 3 not working...

Change your mic activation to push to talk.

 

It could be that you have a lot of background noise and TS tries to adjust and basically mutes you because the background is too loud. Try push to talk (because it doesn't adjust itself automatically) and see if you get the same issue. If you won't, it means that you have a really crappy mic.
