i'd try reinstalling your drivers. grab a tool called Display Driver Uninstaller then run it. it will launch you into safe mode to remove your drivers properly. then redownload them from Nvidia's website once thats all over with

 eGPU Setup: Macbook Pro 13" 16GB DDR3 RAM, 512GB SSD, i5 3210M, GTX 980 eGPU

New PC: i7-4790k, Corsair H100iGTX, ASrock Fatal1ty Z97 Killer, 24GB Ram, 850 EVO 256GB SSD, 1TB HDD, GTX 1080 Fractal Design R4, EVGA Supernova G2 650W

looks like the gpu core clock is really low

^^^^^^^

Also close down worthless shit like Skype before doing tests. In fact, uninstall Skype altogether and move to something decent.

The Physics score is quite low too for a 4790K.. stock clock 4000Mhz , Turbo clock 2000Mhz??? That doesn't look right.

all of those above^^ Your GPU clock speeds looks like your GPU is idling with your CPU stuck at 2ghz...

Edit, what's your PSU?

Looking at my signature are we now? Well too bad there's nothing here...

So it's not your PSU as it has enough wattage and it's a "decent" PSU but it looks like neither your CPU or GPU is boosting/clocking themselves higher properly
