Never for HDDs. HDDs are one of the most common components to fail and you don't know WHAT the last person did with it.

You can't tell what it's been through with its last owner.

It's a bad idea - you might get lucky, but they generally aren't that much less expensive than new drives.

NO don't get a refurbished hard drive. there is not really that much of a point, new hard drives aren't that much.

Cache for a HDD does matter. The bigger the cache, the more likely you will have a hit. That transitions to less slowdown compared to if the data requested isn't available in the cache.
