Sometimes my CPU temp will just 10 degrees C + or - what does this mean?

Go into more detail, we cant tell if its bad as we dont know enough information regarding your issue. It might not be an issue depending on your answer.

State real temps eg 40-50oc. If this is idle then anything below 60oc is fine. With full load anything under 85oc is fine. Your temps will go up and down because they are always doing something, it also has something to do with convection and the spread of heat so your temps will not just stay as 50oc for ever.

Temps vary depending on load and cooler fan speed. My idle temps vary from 35C to 42C depending on background processes. In game they go from 57 to 67 because of variation of load and  fan speed.

Just General ramp up and ramp down of the cooler. Also your room temps will cause different amout of temps gains and losses
