usually you dont *have* to reinstall, its just kinda advised to do so, because it can leave a lot of crap if you dont.

and pretty much not work at all since the drive is coming from a laptop...

it will have all of the proprietary laptop drivers for the motherboard and chipset and whatever, which is going to cause a ton of problems when you try to install the motherboard drivers for the new PC youre using it in

windows doesnt know which driver is for what so having the wrong drivers installed will pretty much make everything not work properly or work at all

 

that is in addition to all of the adware and crap that was probably already installed on a laptop

well, i guessed it was from a laptop thats not a disaster. i've back and forth swapped some drives before, and its honestly not that big of an issue, the biggest issue is graphics and -yay for ms on this one- ethernet drivers.

I am thinking of reusing my laptop's HDD for a budget build that i am going to build, would I have to reinstall windows or activate windows if i did so?

Yeah you have to reinstall, the windows that came preinstalled will be "locked" to the hardware in your laptop just so you won't do what you're thinking of. It is also not advisable to put a Windows instalation from another system into a new system, because drivers and all kinds of nope.
