Chances are they are since stuff is standardized over most of Europe.

I'm just wondering if I buy a SIM-Free phone from Amazon UK / DE / FR / ES, will I have any issues using it in Portugal?

Yes. Basically, not restricted to a certain company, such as Orange / Verizon.

if the phone has the correct cell technology then no it will be fine

just make sure its not locked

If its unlocked it should work on all networks. Do you have a link of where you bought it?
