It's not really necessary but when some computers start up they make a beep. This is what makes the beep.

 

You can also program it in Windows to beep patterns at you like playing a tune. It's easier to program this than it is to play an MP3 file.

I'm shocked that nobody went with the answer, "It appears to be a speaker."

That said all these guys are right.

It will connect to a multi pin header, usually the same one that your HDD LED, power, and reset switches connect to.
