Digital games and profits

Hello, as far as I know steam takes 30% of the cut and rest goes to developer and publisher.
But what happens with profits when publisher bankrupts? For example THQ is down, but Saints Row games are still on the market, does that mean that publisher's cuts goes to devs?
Or lets say self published game dev bankrupts. How it works then?

Licenses get sold from bankrupt publishers to new publishers that are still in business.

In the case of Saints Row, the IP went to Deep Silver after THQ went under

^ There was list after THQ went down about which titles were sold to other publishers. For the rest, licensing determinates who gets and what. Some devs make contracts which leaves part of licensing to them. So it gives them opportunity to buy it back when publisher goes under. But its more common for dev to quit than publisher.
