Build 1 vs Build 2? $500-$600 Budget

I want a budget streaming machine. I want to be able to stream at 720p (or if possible 1080p) @ 60fps. I will be doing the gameplay on an Xbox One and using the Elgato HD60. I want dual monitor display to be able to have expanded desktop view. I need it to be able to run OBS, the elgato software, and a cheap video editing program at one time (minimal video editing/rendering being done). I also want to be able to play Old School RunScape occasionally which is a very lightweight game so shouldn't be a problem. So far I have came up with 2 builds. One at $497 and one at $588. I want to know if build #2 is going to be worth while for the extra $70. Any opinions?

Note: I already have the HDD/SSD and PSU taken care of!

Also, I WILL be expanding/upgrading this build in the future. (ie. better GPU, more ram, etc.)

Budget: I'd like to keep around $500. (Yes I know build 2 is a little above $500).

I like build 1 with motherboard 2.  I think the 6400 turbos to 3.3ghz so it's within spitting distance of the 6600k.  I don't think the additional mhz of a 6600k overclocked will make a huge difference in real life performance.

dont use a 750 ti...

Why is that? And what other card do you suggest using for that price or less?

A cheap Xeon with a non overclocking mobo will serve you well for streaming.

Build 1 is good enough but do not make the mistake of getting a 750ti, with $30 more get a gtx 950 which performs better than any other card in that price range.

The i5-6400 should be enough, especially with saving the money. Consider getting a cooler for Build1 as well though.

And you really should go with a more modern GPU. A GTX950, or if you could push for it a GTX960 will perform much better than a 750ti, not to mention more recent Team Red cards in similar price range.

I'd consider getting the cheaper i5-6400 and putting the money saved towards a better-than-stock cooler, like CoolerMaster Hyper 212 Evo. 

Also, if you're going to be doing multi-tasking, or something RAM heavy, you'd be much better off with 16GB (2 sticks of 8GB).
