It turns on for half a second then turns off again and again no video output

Motherboard might be shorting out on metal.

Check all your cables are in correctly, then make sure your RAM, GPU and then your CPU fan is plugged in correctly.

The GPU fan spins up and then turns off I pulled out one of the RAM cards and it threw a fit I checked all the cables

The coating on the outside of that bag is conductive, only the inside is anti static.
