PS2 port issues

I'm cleaning out some computers at my dad's work and every time I plug the PS2 keyboard in the keyboard won't work. What am I doing wrong since they don't have any usb keyboards left?

I can go into safe mode and stuff with the keyboard but I can't ctrl+alt+delete

Shut down the PC > plug in the keyboard > turn the PC on.

 

PS/2 doesn't have hot swapping like USB or something does

Back in the days of yore, PS/2 was only detected during post. If it wasn't plugged in before the computer was turned on, it wouldn't work.
