I'm making the first steps in jumping from the Stone Age of PC "90s" to now any one have any ideas reply this is what I just broke apart to salvage a disk reader from. It only had a 250 power supply a CPU stuck to the bottom of the fan mount and 1GB ram

You dont really need to use this stuff, you would be better off only saving the case and ROM drive (for a short while on the case until you have more money). I would recommend you use an amd athlon x4 860K, 8GB of RAM and an R7 360 or GTX 750. Get a 450W power supply and use a cheap HDD. Then you are done.

Here's a decent system and you can get Windows from g2a for about $20 or install Linux for free.

Well you can re-use that case assuming it is in decent shape and even if not you could have some fun modding it down the road, Another thing you might want to look at is an APU build because you can fit an A10 no problem in that budget with some fast RAM especially if you re-use the case. Are you from the states cause if so I can link some stuff I recommend.

Do scrapyard wars style. Managed to get a 7950, 8gbs of ram, 4460, and everything else for $320.

Perfect build except like I said he could re-use the case and make sure to get faster RAM to help with that APU!

If you go with an AMD make sure you get some good cooling

Ehhh it is not as bad as you think but yes I would recommend he get a Hyper T2, only $20 and works great for the APUs, plus mounting is as easy as changing a light bulb.

That DDR3-2400 will help a lot with the APU graphics and the CPU cooler might allow you to do a slight overclock if temperatures allow for it)

 

Re-use that case till you can upgrade it because you can save some $ by doing so.

I never knew instead of buying Windows 8 for $84 I could get it for $43

I have a friend with an APU, 6000 series, over 100 degrees C during winter, he doesn't have any fans to get air into the case, and the stock cooler

Eeekk, ya I have a FX 6300 so temperatures might be different since it does have that GPU. I have heard that the APUs run hot and I do know the stock coolers suck for them, mounting them is better than Intel's mounting though that is for sure. Again the Hyper T2 is a perfect cooler for the APUs IMO.
