R9 290X or R9 390 if you want the best bang for the buck. 290X outperforms both a 390 and a 970 on current drivers and is only a little behind the 390X (it can surpass it if you overclock it).

Hey guys I wanted to know if I should get a GTX 970, GTX 980 or a Radeon R9 390X in terms of the best performance for the price, not just the best performance.

How much difference are there between a 390 and 390X? 

If you opt for a 290X, remember to get a version with good cooling such as Sapphire Vapor-X/Tri-X or PowerColor for example.
