In Skylake, the PCIE bus is no longer based on the baseclock. This means increasing the baseclock will not result in instability (just like Nehalem architecture). You can't increase the multiplier, but you CAN increase the baseclock with the motherboard bios update. So yes, you can OC an i5 skylake CPU with the right motherboard. Hell, with that motherboard you can OC ANY Skylake CPU, including an i3.

 

If you tried to do the same thing with sandy bridge, ivy bridge, haswell, or broadwell, increasing the BCLK would result in an unstable system due to the PCIE bus failing.

Just get the 212 Evo. If you can't afford that, get the CM Hyper T4. Don't go lower than that.

 

Also, do NOT change the motherboard in that platform I suggested. Only specific motherboards (with very specific BIOS versions) can OC a Skylake CPU. The motherboard in that build is already the cheapest one that does it, and only after you download the bios update from ASrock's site labelled "Sky OC."

If you can get the 6500, it's more likely to hit a higher OC and it's stock clocks are higher (if you don't OC). I'd get it if I had $20 to spare.

 

Keep in mind, this is all assuming you're tech literate. This isn't a standard multiplier based OC. it's basically free performance, but you have to know what you're doing to get it, and there aren't many guides out there. You basically have to follow a Nehalem overclocking guide from 2008, and even that won't be right since there's no QPI or anything.

Change the case. If a 212 doesn't fit, the t4 won't fit. Post your full build in the "New Builds and Planning" section and go from there. It's MUCH better to work with the whole build than part by part. These things aren't done in a vacuum.

 

My go-to cheap case choice is the Fractal Define Core series (1300, 1500, 2300, 2500, 3300, 3500) depending on whichever one is cheapest at the time and if I'm mATX or not (1xxx series is mATX only).

i5 4460 best price to performance you can get (kind of)

I think the Q6600 still wins in that category, $200 for a 4460 I have to say is not good PTP from personal experience compared to other options. Great processor but in no way great for the price.
