The 4K 60FPS part is possible, though from what I'm seeing, a camera with 4K60FPS video and a 20MP+ sensor isn't really something being produced.

The 4K 60FPS part is possible, though from what I'm seeing, a camera with 4K60FPS video and a 20MP+ sensor isn't really something being produced.

I don't "need it per say but it would be nice to have plus I don't know much about high end camera specs but my 300$ camera had 16mp so yeah if 20mp is unrealistic can you suggest something reasonable?

Thanks I'll look into, appreciate all this help since I don't know too much about cameras but I want a quality one

both reputable brands

the more expensive one will give you  better performance for video recording

cheaper one can just do a bit better slow motion

the panasonic will be better overall, as it will be better with light and color, though if your just starting get the cheaper one and upgrade when youre sure you need it, as buying both is just barely over your budget

In a photo camera, unless you are willing to live with a small sensor, then it's very hard to find.

 

But for a camcorder or video camera, it is possible to find one with a large sensor.  It won't take 20MP photos though.  The Ursa Mini 4K EF mount could fall within your budget if you plan to have a separate budget for lenses and batteries.

I'd probably go for the Sony A7S II. It's 12.2 MP but the sensor performance is so good that your image quality will be most likely more improved than by having a higher pixel count.

It also does really good 4K video. 

The low light performance is fantastic. Should be good for taking photos (as long as you don't have plans to significantly reframe them or make massive prints) and do great video.

The RX100 mk IV is a good camera, you won't be disappointed.

 

One of the main reasons for 4K60 being hard to find in photo cameras is due to the issue of over heating sensors after more than 30-60 minutes of video recording.  A lot of 4K video cameras, like the Ursa Mini I mentioned or the Sony FS7 I own, have sensors which are lower in megapixels in order to make sure that the image quality remains good for video.

 

While there are higher MP count sensor cameras capable of video, a 1080p full HD video is only around 2MP and 4K is around 8MP. So the camera has to scale, remap, utilize certain techniques to turn a 20MP image seen by the sensor into a 2-8MP image/frame for video.  Not all megapixel sizes scale down to a good quality video.  Some introduce undesirable artifacts into the video.

 

My Nikon D4 which has a 16MP sensor produces soft image when recording 1080p video, but sharp image when recording 720p video.  My D800E which has a 36MP sensor produces sharp image at 1080p.  Both can be considered to be cameras within the same generation of production with the same image processor.

I've got about 3500$ USD

the sony a7RII does all that you want but the 60fps 4k, it only does 4k up to 30. For that kind of 4k footage, you will need to look at something more along the lines of a Sony fs7. To be honest, i would just get a stills camera and a video camera.

If the OP wants a large sensor, the Black Magic Ursa Mini also does 4K60, but the CFast 2.0 memory cards required to record at that res and frame rate, and the V/Gold mount batteries to power the camera are expensive.  This was one of the reasons, apart from that fact that Black Magic was postponing the release of the camera too much, that I chose to get the FS7 instead.

 

Fully gearing up the Ursa Mini cost as much as the FS7 + memory cards, and Sony actually provides a battery, viewfinder and semi-shoulder mountable hand grip.

 

There are camcorders with smaller sensors capable of 4K60, but a majority of them already have fixed lenses.  You can't choose to mount another lens.
