Ignore any reading from task manager. Obviously, RAM is included.

Try CPU-Z instead. It should give you the correct value.

OK. Try running a game (if possible) and tab out to task manager and see what it says then. Windows may be lowering the speed when it's not needed (I don't know why it would but some people have reported it) also try running the Windows Memory Diagnostic tool as so:

Open Memory Diagnostics Tool by clicking the Start button 4f6cbd09-148c-4dd8-b1f2-48f232a2fd33_818, and then clicking Control Panel. In the search box, typeMemory, and then click Diagnose your computer's memory problems.‌ 18abb370-ac1e-4b6b-b663-e028a75bf05b_48. If you're prompted for an administrator password or confirmation, type the password or provide confirmation.

He said "Every software" indicating something other than just Task manager. (just my opinion, I don't know if he tested it elsewhere or not) But I know windows proves wrong sometimes.

Check if GPU-Z also displays 1333,if yes,try tweaking your BIOS.

does my cpu overclock have anything to do with this?

Possibly. I'd just try it out and see if the RAM shows up correctly if you run the CPU on stock speeds. I had a Phenom II X4 at one point and I remember that there were two possibilities to overclock the CPU and one of those would affect the RAM speeds (It's a while back so I don't remember anymore how it worked exactly). If that doesn't do it I'd try to put the RAM into the other sockets.

DDR memory speed reading in CPUz has not been "doubled" (DDR=double data rate). 1066x2=2133, your memory is running at the speed you set it to.

but if you look here it says i am rinning 1.3ghz : UserBenchmarks: Desk 61%, Game 69%, Work 35%
