Fallout 4 Massive FPS drops

Before I go into this, Here are

I have scoured the net and found a few tips to improve fps in general.  However no matter what settings I've fiddled with I always get the same.

 

(Screencaps wouldn't show my fps counter for somereason)

 

In Cities or areas with dense buildings I get anywhere from 15-35 fps.  It jumps around frequently making the game extremely choppy and hard to play.

Whereas in an area like this screencap I get 90-130 fps that flows well and is extremely smooth.

Inside any buildings I get anywhere from 60-80 fps and its steady.

 

Any Ideas?  My 980 destroys all games @ 1080p and runs them buttery smooth at 100+ fps but for some reason this game seems to be halting it in its tracks.  I figure the large open landscape would kill my GPU usage more since it's got a much farther area to render compared to some scattered buildings.  

 

Edit: Also, I've dropped shadow distance to Medium/Edited the ini files and had no increase in framerates

Bring down shadow distances.

 

Set it to preset ultra, then change shadow distance to medium. Have fun! You still will get fps drops in highly populated areas, but that's to be expected.

Have already tried that.  Doesn't fix anything for me.  Also have tried editing the ini config file and changing the shadow distance number manually to a very low preset.
