Help format Flash Drive?

I have a 64gb flash drive, with only 200mb useable. The other part is unalocated. How can I fix this?
Nothing I have tried works

Right click on the "unallocated" bit and create a new volume?

That happened with my first Samsung 850 EVO 250GB, where 50GB was not allocated to anything and I couldn't fix it.

 

I looked it up and it said it's a factory defect, and you can't do anything to fix it. I'm sure you can do something, but it would be long and not worth it.

Can't you right click the unallocated space and format it as a new volume?

If you can't, you can always format the drive througn the CMD and Diskpart. http://knowledge.seagate.com/articles/en_US/FAQ/005929en?language=en_US

New volume. Follow the steps and create a new partition. Format it as FAT32

Delete the 200mb partition on the flash drive. Then format the whole thing as NTFS.

Extend it. If you can't, do it through command prompt

Not sure how to do that through commmand prompt
