I assume the cpu and everything else has remained the same? As for why this would occur I'd guess minecraft just being programed badly and not liking the 980, side note why do you want 600fps.

same every thing just different gpu. but i want 600+ fps so i can show off to my friends that play on old laptops that struggle to get 40 fps lol

Another reason could be the cpu you have struggling to drive the 980 and run minecraft (as the cpu is what matters for minecraft not the gpu), but as I said minecraft is programed very inefficiently and its performance numbers rarely make sense.

Check so you have the right drivers and all that stuff but really minecraft performance is really weird and mostly depends on the CPU and RAM. Just put in a shit ton of RAM and a pretty good CPU and you get tons of FPS. Also the mincraft world depends on the FPS since many enteties = lower fps. So well just be happy with everything above 120

but why does the lower end gpu get more fps then the higher end?

Change the 970 so its on maximise performance for minecraft, its probably going to sleep/low power mode to try and save resources as the load is so low and as a result its hurting the frame rate. Its a common problem with the high end cards and minecraft.

why do i get lower fps in minecraft with my 980 then my 760? with my GTX 760 i got 600+ fps now with my GTX 980 i get 100-250 fps same settings and stuff

Minecraft FPS doesnt care about your GPU but if you are using shaders then it cares about GPU
